The use of information to affect public opinion: US and RU opinion making the German media Part I and II

I. Why should the US and RU try to shape public opinion in Germany and would they ?

Germany is one of the key countries in Europe for international affairs. It is a founder member of the European Union and is the most populated country among its members. The Federal Republic of Germany is very active in shaping Europe`s future and is "...the fifth largest economy in the world in PPP terms and Europe's largest - is a leading exporter of machinery, vehicles, chemicals, and household equipment and benefits from a highly skilled labor force." (CIA Factbook). "If we would have lost have public opinion in Germany we would have lost it thoughout the alliance." (NATO Speaker Dr. Jamie Shea on public opion during the Kosovo conflict). We could state at this point three main points: Germany is an important key player in Europe, public opinion in Germany affects public opinion in other EU and international countries (of course to be looked at individually and so it is interesting to have influence on the creation of public opinion. This counts especially for the United States of America and Russia as global powers with very own interests in Germany: Brzynski once called Germany in "The Great Chessboard" as "Americas footprint in Europe" and Russia`s strategic vision is always  projected in East Europe and Germany as well - no matter if we discuss security or economic matters. To describe the shape of "bigger Russia" ( the political influence zone Russia would like to secure) is well described by Brzynski`s  (ebd.) map of the former Soviet Union plus the Western Sector of Germany `45-`89 ( compare to Stalin`s March Notes 1952). Stalin tried to reunify Germany as neutral State ( to conquer it later). Two main points can be statet here: US and RU have interests in Germany. It is important to shape public opinion in Germany. 

"The use of information to affect public opinion has a long and varied history within world politics" ( Leigh Amistag "Information Operation", Washigton D.C., USA, 2003 p.231). The author of this article dies not want to make moral points about influencing public opinion and does not compare any nations on this base. In this article he sees it as neutral tool as well as the use by all mentioned nations. "In the case of Russia and China, the two nations are the closest competitors to the United States" ( ebd.p.229). "The Russian military scientists have been studying...the ability of information warfare to affect the values, emotions and beliefs of target audiences." (ebd.p.196). We will later come back on this quotation on the example section of this article. We can state here that the US and RU do influence public opinion in other nations.

 Statement on part I:

Germany is an important key player in Europe, public opinion in Germany affects public opinion in other EU and international countries (of course to be looked at individually and so it is interesting to have influence on the creation of public opinion.US and RU have interests in Germany. It is important to shape public opinion in Germany and the US and RU do influence public opinion in other nations.

II. History of influence on the German public opinion by the US and RU. Did they influence public opinion in the past ?

The BILD (best selling newspaper outside Asia) was founded in 1952 by Axel Springer with seven million US-Dollars given from The Central Intelligence Agency to serve US geopolitical interests in Germany. It has an immense influence on German public opinion and politicians.  (compare William Blum "Killing Hope"Washington D.C., USA p.104).

We can state here that the US did influence public opinion making in Germany.

Examples for Russian on German public opinion are well documented thoughout the cold war begining with broadcastings in 1945 "Hier spricht Berlin...." Radio Leipzig" and "Deutschlandsender".
